Международная конференция, посвященная 15-летию института Защитника прав человека (Омбудсмена) Республики Армения
В здании Парламента Республики Армения в Ереване 26-27 ноября 2019 г. проходит Международная конференция, посвященная 15-летию института Защитника прав человека (Омбудсмена) Республики Армения.
К участникам конференции с приветственными словами обратились премьер-министр Республики Никол Пашинян, председатель Парламента Арарат Мирзоян, директор департамента «Восточного партнерства» Европейского союза Лоуренс Мередит, судья Европейского Суда по правам человека Армен Арутюнян, Защитник прав человека Республики Арман Татоян.
Все выступающие единодушно отметили важнейшую роль института защитника прав человека в цивилизованном обществе, необходимость построения независимой судебной власти, значение средств массовой информации в деле защиты прав человека.
Арман Татоян, открывая дискуссию, отметил важную роль международного сотрудничества в деле защиты прав человека и основных свобод, а также значимость участия журналистов в деле защиты прав человека.
В рамках дискуссии «Роль национальных учреждений по правам человека и вызовы в современном мире» с докладом выступила Уполномоченный по правам человека Российской Федерации Татьяна Москалькова, которая отметила, что мир проходит через сложный и очень тревожный исторический этап. Слабая ответственность за нарушение прав человека, состояние защищенности прав человека в отдельных направлениях, жестокость и киберугрозы, рабский труд, неравное отношение к женщине и незащищенность в бытовом насилии - это далеко не полный перечень, с которым сталкиваются в своей деятельности омбудсмены всех без исключения государств.
Очень многое зависит от личных качеств уполномоченного по правам человека в стране, и в Республике Армения этому фактору уделяется очень большое значение, - отметила Т. Москалькова.
В раках конференции участники также обсуждают вопросы свободы выражения мнения и запрета «языка ненависти», предотвращения жестокого обращения во всех возможных контекстах, защиты прав женщин.
Среди участников и гостей международной конференции представители таких международных организаций как ООН, Совета Европы, Европейского союза, ОБСЕ, Венецианской комиссии, национальные делегации из более чем 50 государств.
The Parliament of the Republic of Armenia is hosting, on 26-27 November 2019, an International Conference dedicated to the 15th anniversary of the institution of the Human Rights Defender (Ombudsman) of the Republic of Armenia.
The participants heard the addresses by the Prime Minister of the Republic Nikol Pashinyan, the Chair of the National Assembly Ararat Mirzoyan, the Director for Neighbourhood East at the European Commission's Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEA) (tbc) United Nations Representative Lawrence Meredith, a Judge at the European Court of Human Rights in respect of Armenia, the Second Human Right Defender of Armenia (2006-2011) Armen Harutyunyan, the Human Rights Defender of Armenia Arman Tatoyan.
All the speakers unanimously pointed out at the outmost importance of the institution of the Human Rights Defender in a civilized society, the necessity of building independent judiciary, the significance of the media in the field of human rights protection.
The discussion on “the role of national human rights institutions and challenges of the contemporary society” featured a report by Tatiana Moskalkova, Commissioner for Human Rights in the Russian Federation. She noted that the world is going through a difficult and very alarming historical stage. Weak responsibility for human rights violations, the condition of protection of human rights in particular spheres, ill-treatment and cyber threats, slavery, unequal attitude towards women and insecurity in domestic violence – this is not a full list of what ombudsmen are faced in all States without exception. A lot depends on personal qualities of a human rights defender in a country, and the Republic of Armenia pays a lot of attention to this factor, noted T. Moskalkova.
The conference also features discussions on freedom of expression and the prohibition of “hate speech”, on preventing ill-treatment in all possible contexts, on the protection of women’s rights.
Participants and guests to the international conference include representatives of such international organisations as the UN, the Council of Europe, the European Union, the OSCE, the Venice Commission, national delegations from over 50 States.
